Despite recent India-US bonhomie, the issue of public procurement of grains by FCI, known as public stockholding, is a major bone of contention ahead of the WTO ministerial meeting. India wants a permanent solution for its procurement program for wheat and rice. The US and EU have used it as a bargaining tool to delay a decision every two years.
