Crimes against foreigners and cases of atrocities against Scheduled Castes also rose. Delhi's prison system experienced overcrowding, surpassing the rates in Union territories. Tihar housed a significant number of illiterate convicts. The budget of Delhi's prisons saw a substantial increase from the previous year.
