: BJP president J P Nadda on Tuesday congratulated the party's Chandigarh unit for retaining the mayor's post that it has held for eight years and said INDIA bloc lost its first electoral battle to BJP which showed that "neither their arithmetic is working nor their chemistry".BJP's Manoj Sonkar defeated INDIA bloc's Kuldeep Dhalor by four votes to win the contentious Chandigarh mayor elections amid high drama as opposition parties dubbed BJP win a "fraud".
