The United States is working hard to achieve a strong consensus leaders' statement at this week's Asia Pacific Economic Cooperation (APEC) summit. The wars in the Middle East and Ukraine have made it difficult to draft a summit declaration, but the US is aiming to replicate the success of last year's summit in Thailand, where a consensus leaders' declaration was announced. Russia will be represented by officials not subject to US sanctions as president Vladimir Putin will not be attending.
