Strikes kill 13 in Gaza as Biden describes Israel's military response as 'over the top'

Israeli airstrikes killed at least 13 people in Rafah in the Gaza Strip after Prime Minister Benjamin Netanyahu rejected Hamas' cease-fire terms and vowed to expand the offensive into the southern Gaza town. President Joe Biden called Israel’s military response in Gaza “over the top” and said he continues to work “tirelessly” to press Israel and Hamas to agree on an extended pause in fighting.
