International investigators are claiming that orders to use chemical weapons in Syria came from the top, implicating President Bashar al-Assad and his brother in the use of chlorine bombs. According to documents from a joint inquiry by the United Nations and the Organization for the Prohibition of Chemical Weapons, the decision to use chemical weapons in 2014 and 2015 came from Assad, his younger brother Maher, along with other high-ranking officials. The list comprised by the joint effort combined evidence from OPCW's team in Syria and intelligence agencies.
