The federal investigation concluded officers were not sufficiently trained or supported, and that many who were accused of misconduct were rarely investigated or disciplined. The findings come a week before a change in administration, which could reorder the DOJ's priorities. President-elect Donald Trump's attorney general nominee has said such investigations into police departments can smear entire police departments and harm officer morale.
