News video: NYC Mayor's Water Bill Rejected by Manhattan CourtOn Thursday appeals court in Manhattan rejected a bill from New York City Mayor Bill de Blasio that would give small homeowners in the city a credit of $183 on their water and sewer bills. In their ruling, the panel voted 3-1 that the city's water board lacked a rational basis to award the credit to owners of 1 to 3 family homes. The panel added in a statement that the NYC Water Board had no basis to conclude that small homeowners were "more needy" than other property owners.
