From that point anyone can squeze in they just pull the steel a little bit and cross.

One breach is enaugh for many people to cross.

So what the cartels do is that they cut the wall it remains open a few days until workers come to patch it up and then they cut another part of the wall.

This is why so many parts are patched up.
