The dispersal of MPs over both the chambers was succinctly summed up by Rajya Sabha chairman Venkaiah Naidu who noted that people who were never elected to Lok Sabha were sitting in the chamber and the same was true of several MPs from the lower House who found themselves in the House of Elders.
