The U.S. Treasury on Thursday said the government should recapitalize mortgage giants Fannie Mae and Freddie Mac.

It called on Congress for comprehensive housing reform that would allow them to be freed from government control.

The Treasury's 53-page report marks the first major effort to jump-start housing finance reform in Washington.

Reuters reports Democrats warned it could increase housing costs by limiting access to mortgages to low-income Americans.
