Rajya Sabha Deputy Chairman Harivansh Narayan Singh broke his one-day fast against the ruckus in Rajya Sabha on Sunday during the passage of the contentious agriculture bills. Eight MPs from different opposition parties were suspended for a week by the Rajya Sabha Chairman for the chaos in the house. The Deputy Chairman had engaged in ‘tea diplomacy’ but had been rebuffed snubbed by the protesting MPs. Harivansh’s gesture though was lauded by Prime Minister Narendra Modi who said that the gesture ‘showed his greatness and statesman like conduct.’ Opposition parties have now boycotted Parliament and demanded revocation of their suspension. Meanwhile Union Minister and RPI leader Ramdas Athawale has demanded a ‘suspension law’ to tackle unruly behavior in the house. He said that Members of Parliament who disrupt the functioning of the house should be suspended for a year Athawale added that the MPs are elected by the people to represent them in Parliament and a certain level of decorum is expected from them. The ruckus took place on September 20 during the passing of agriculture bills. Opposition on Sep 22 announced to boycott entire monsoon session.
Protests have broken out in many parts of Uttar Pradesh against the Hathras incident. Congress workers were lathi charged and detained by police when they were going to gherao the Chief Minister’s residence in Lucknow. Congress leader Priyanka Gandhi has demanded the Chief Minister’s resignation over the Hathras shocker. Meanwhile, the Chief Minister has set up a Special Investigation Team in the case and sought a report within seven days. PM Modi also called up the Uttar Pradesh Chief Minister and called for strict action against the guilty. Uttar Pradesh police is facing fire over the victim’s family members’ allegations that they forcefully cremated the victim’s body in the wee hours despite objections from the family members. The local administration has said that they had sought the family members’ permission before her cremation. The woman was raped in a village in Hathras by four men on September 14. BJP National General Secretary Bhupender Yadav assured NDA's win under CM Nitish Kumar in the upcoming Bihar elections. Yadav said, "NDA 'gathbandhan' under the leadership of CM Nitish Kumar will fight the Bihar elections. BJP, JDU and Lok Janshakti Party, these three parties will fight the elections. Even Jitan Ram Majhi's party has extended support to JDU, they are also with us."
Compounding alliance troubles for the Bharatiya Janata Party, a leader of the Lok Janshakti Party said that Chirag Paswan is the outfit's Chief Ministerial face for Bihar. The comment was made weeks before the state goes to polls. LJP is a constituent of the National Democratic Alliance which is currently in power in the state. The other members are BJP and the Janata Dal (United), and they have already declared that incumbent CM Nitish Kumar will continue to lead the alliance in the state. The NDA is yet to conclude seat-sharing talks, as well. Bihar will vote in 3 phases to choose MLAs to the 243-seat Assembly. Voting will be held on October 28, November 3 and 7 in the shadow of the ongoing Covid-19 pandemic. Results of the elections will be announced by the Election Commission on November 10, 2020.

Sena leader leader Sanjay Raut said if Bihar doesn't have enough issues, Mumbai can parcel some. The Sena leader's jibe comes a day after the Election Commission announced the schedule of Bihar polls. Bihar is slated to go to polls in three phases on October 28, November 3 and 7. "Bihar polls should be fought on issues of development, law and order and good governance. But if these issues have exhausted, issues from Mumbai can be sent as parcel," Raut said. Earlier, the Rajya Sabha MP had alleged that Sushant Singh Rajput's death was being used as a poll issue in Bihar. On Friday, the MP also hinted that Shiv Sena may contest in Bihar Assembly polls. State police departments of Bihar and Maharashtra locked horns over probe into the actor's death. Former Bihar DGP Gupteshwar Pandey had accused Maharashtra Police of not co-operating. Raut has recently criticised questioning of several Bollywood celebrities by NCB in a drug case related to Sushant Singh's death.

Several farmers of Hisar, welcomed the new agriculture reform bills passed in the Parliament. Farmers believe bill will be beneficial. So far, Rajya Sabha has passed two of the three agriculture reform bills.
Opposition parties tried to corner the government over farm bills by meeting the President of India. Opposition leaders urged President Ram Nath Kovind to not give assent to controversial bills. The meeting took place days after massive fracas in Rajya Sabha for which 8 MPs were suspended. The opposition blamed the government for commotion, while seeking fresh debate in parliament on the bills. Congress MP Ghulam Nabi Azad said, “"I apprised him of the way these two bills were passed unconstitutionally and also urged him to return these bills, so that amendments can be made.” He added, “Before passing these bills, the government should have taken all political parties into confidence. The Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad met President Ram Nath Kovind at Rashtrapati Bhavan on September 23. Congress leader provided representation to President about farm bills claiming them to be passed in Upper House 'unconstitutionally'. Speaking to media, Ghulam Nabi Azad said, "There was no division of votes, no voice voting. Constitution was undermined in the temple of democracy." "We have given a representation to President that Farm Bills have been passed unconstitutionally and he should return these bills," he added.
The opposition leaders of Bihar Assembly reacted over the incident in Kishanganj where the newly-constructed bridge was washed away. Leader of Opposition in Bihar Legislative Assembly, Tejashwi Yadav said, "Nitish is 'Bhishma Pitamah' of corruption." Member of Parliament and Rashtriya Janata Dal, Manoj Jha raised question over process of giving tender for construction of bridges.The bridge was completed recently in June this year and didn't even last for formal inauguration. Locals had alleged lapses in construction.

Speaking on the ongoing ruckus in the Rajya Sabha over contentious farm bills, Union Minister of State for Social Justice and Empowerment, Ramdas Athawale on September 22 said that they wrote a letter to Prime Minister Narendra Modi and other leaders to make a law for suspension of MPs who creates ruckus in the house. He said, "MPs should be suspended for a year not just for a session for their unlawful behaviour. Moreover, if they still behave like this then they should be suspended for the rest of their term. Such law should be formed in the house."
