Congress Lok Sabha MP from Anandpur Sahib in Punjab and party spokesperson Manish Tewari objected to the ministers in the Narendra Modi government moving legislation and substantive business on policy matters when the no-confidence motion is pending for debate and disposal in the House. Earlier, Lok Sabha speaker Om Birla had declined the objections raised by the opposition regarding passage of bills when the motion is pending. He cited Rule 198 and conventions of Parliament in the matter.
