NATO Secretary-General Jens Stoltenberg may have dampened Ukrainian outrage when, standing alongside Zelenskyy in Vilnius, the Lithuanian capital, he announced a three-part package aimed at bringing Kyiv closer to the alliance.
While Zelenskyy welcomed the agreement, he said an invitation to NATO membership would have been better.
Biden will later deliver a speech at Vilnius University before heading to Helsinki, where he will celebrate NATO's expansion, with Finland as its newest member.NATO leaders gathered on July 12 to launch a highly symbolic new forum for ties with Ukraine, after committing to provide the country with more military assistance for fighting Russia but only vague assurances of future membership.
The new security assurance is designed to protect the country from future attacks while Kyiv strives towards membership of the alliance.
