In a landmark diplomatic moment, DR Congo and Rwanda signed a historic U.S.-brokered peace deal in Washington aimed at ending decades of deadly conflict. Yet deep questions remainâespecially regarding the M23 rebels, Rwandan troop presence, and humanitarian access. With both countries denying support for rival militias, the full terms remain classified, fueling skepticism.
