This guy literally left his vehicle and decided to attempt to WALK onto the freeway, If that doesn't scream guilty lol.
But as he got up the on ramp i guess he came to his senses and decided to turn around but that was NOT the end of his shenanigans, he then began to run all over the street like a wild geese and then somehow gets back to his vehicle just to take off fast almost running over some people and then catching a flat it seemed like as I approached him for the 2nd time that same night.
