Gujarat to punish victims, witnesses if ragging incidents not reported

Perpetrators, as well as witnesses and victims of ragging, must be flagged to the authorities. The government resolution (GR) was issued on Tuesday and brought to the attention of the Gujarat high court on Wednesday following a ragging incident at BJ Medical College in Ahmedabad last year.
