Movements of aircraft and vehicles in Russia's Arctic region are consistent with previous preparations for missile tests. US surveillance planes have also been tracked in the area recently. Previous tests of the missile, known as the Burevestnik or SSC-X-9 Skyfall, have been unsuccessful.
