Thediagnosis comes at a crucial time, as the deadline is approaching for reachinga deal before the Brexit transition period expires at the end of the year.
London and Brussels agreed on a post-Brexit trade deal just before Christmas, giving their respective parliaments little time to scrutinise the agreement.
