Prime Minister Sir Keir Starmer says the new milestones laid out during a speech in Buckinghamshire will allow the public to "hold our feet to the fire".
Sir Keir says the plan will amount to a "gauntlet being thrown down" to Whitehall to change the way the administration of government works.
