A Ukrainian official claims that Russia's surface-to-air missile system downed an Azerbaijani passenger plane, causing it to crash in Kazakhstan.
The crash, near Aktau on December 25, resulted in 38 fatalities and 29 survivors.
The plane, an Embraer 190, was reportedly damaged while flying from Baku to Grozny, with traces of missile damage visible on the tail.
Ukraine accuses Russia of failing to close airspace over Grozny during a suspected drone attack, which led to the tragedy.
