'Hubby can't file plaint unless wife incapable or authorises him'

Setting aside a decision of the Haridwar district consumer disputes redressal commission, the state consumer commission said in a ruling that the husband cannot be considered a complainant unless his wife authorises him to do so, or she is not capable of filing herself.
