Saudi Arabia has approved the use of digital IDs for non-resident foreigners to own property, ahead of a new real estate law taking effect in January 2026. The law enables broader foreign ownership, including by individuals, companies, and non-profits, while imposing specific restrictions and penalties. Ownership in Makkah and Madinah remains limited to Muslim individuals under strict conditions.
