Care minister Stephen Kinnock has welcomed concessions to the government’s welfare bill, calling it a “positive and constructive process” that balances reform with protecting claimants.

Armed robber Elias Morgan has been jailed for life with a minimum term of 45 years for murdering prison officer Lenny Scott in Skelmersdale.
