FIR alone no ground to impound passport, says J&K HC

The Jammu and Kashmir and Ladakh High Court overturned a CBI court's decision, stating that merely having an FIR or pending investigation isn't enough to deny, impound, or withhold passport renewal. This ruling came after a retired IAS officer's passport was seized during a raid related to an investigation into illegal arms licenses.
