Republicans in the U.S. House of Representatives are expected to release a stopgap spending measure to avoid a government shutdown. The measure, known as a continuing resolution (CR), is still being finalized, and it is unclear what form it will take. Some Republicans are calling for a "clean" CR with no spending cuts or conservative policy riders, while others want a measure with spending cuts and tighter security at the US-Mexico border. Democrats and Republicans need to agree on a CR that President Joe Biden can sign into law before funding expires on November 17.
