As Dubai prepares for COP28, some world leaders signal they won't attend climate talks

Dubai is preparing to host the COP28 climate talks, with over 70,000 attendees expected, including heads of state. The summit aims to assess global progress in limiting emissions to slow global warming. While President Biden and Pope Francis will not be attending, the White House is sending a climate team and the UAE remains hopeful for other high-profile attendees such as King Charles. Israeli Prime Minister Benjamin Netanyahu and Foreign Minister Eli Cohen will also likely not attend due to the ongoing conflict with Hamas.
