Labour accuse PM of making up certificate plan 'on the hoof'
Shadow Business Secretary Ed Miliband has accused Boris Johnson of making up plans "on the hoof" for vaccine certificates.
His comments follow the prime minister's appearance before the Liaison Committee on Wednesday where he suggested they could be required to enter pubs and other premises.
