Slamming chief minister Eknath Shinde for his remark that people should welcome the rain and not just complain about water-logging as there's "still time for defaming (the government)", Shiv Sena (UBT) leader and former minister Aaditya Thackeray on Sunday said it was "disgraceful for him (CM) to rebuke Mumbaikars for... collapse of civic machinery".
