India needs national security strategy: Former NSA Shivshankar Menon

Menon stated that deterrence has broken down on the Line of Actual Control with China and emphasized the need for defence reforms. He also highlighted the lack of clarity regarding the operational role of the chief of defence staff and the need for a clear chain of command. Menon suggested that a white paper on defence should be released to outline the government's thinking and future plans.
