7-year jail for causing death by negligence high, says parliamentary panel

A parliamentary committee in India has suggested reducing the proposed punishment for causing death by negligence in the new criminal law from seven years to five years. The committee also recommended further deliberation on the 10-year jail term for those who cause death by a rash or negligent act and escape the scene or fail to report the incident. The committee noted that the punishment in the proposed law is higher compared to the existing provision in the Indian Penal Code. The report also raised concerns about the application of the provision in relation to the Constitution of India.
