Kuwait's Emir Sheikh Mishal al-Ahmad al-Sabah dissolved parliament, assuming its responsibilities and suspending specific constitutional articles for up to four years. In a candid address, he highlighted rampant corruption within state institutions and emphasised the urgency of addressing pervasive challenges. This decision follows the first elections under his leadership, amid persistent conflicts between the National Assembly and the cabinet, hindering reforms to reduce oil dependency. Resistance from politicians during a scheduled parliamentary meeting underscores ongoing power struggle. The move, termed historic by analysts, reflects the enduring dominance of the Al-Sabah family despite Kuwait's parliamentary system.

He then stabbed and killed 70-year-old Terence Carney who was out for his regular early morning walk.
