Scientists have speculated about the presence of water on the moon since the 1960s but the earliest samples of the Moon's surface brought back by Apollo missions turned out dry. ISRO came into the picture in 2009 after Chandrayaan-1 carried a NASA instrument that detected water on Moon's surface.
