Congress headlined its manifesto for Karnataka on Tuesday with a controversial proposal to ban Bajrang Dal, likening the Hindu outfit that was at the vanguard of the Ram Janmabhoomi agitation to the proscribed Popular Front of India (PFI) against which the Centre invoked the Unlawful Activities (Prevention) Act last September.
