Protesters gathered at Portland Port in Dorset on Thursday morning as asylum seekers were brought back on board the Bibby Stockholm barge.
The floating accommodation was evacuated in August after Legionella bacteria were discovered in the onboard water supply.
The Home Office says that all necessary tests for bacteria, as well as improved fire safety protocols, have now been completed.
However, protesters are concerned for the safety and wellbeing of the returning refugees.
Among the demonstrators was Portland’s mayor, Carralyn Parkes, who recently lost a high court battle against Home Secretary Suella Braverman over the lawfulness of housing asylum seekers on the Bibby Stockholm.

The neighbour of a woman who was mauled to death by XL Bully dogs, says she never saw muzzled dogs anywhere on the estate. Aimee Marston said "We've never ever seen an XL Bully. If they were registered, we would have seen muzzled dogs but I've got two ex-racing greyhounds and we walk them all the time and we never ever see muzzled dogs on the estate." The first victims of the infected blood scandal will receive their final compensation payment before the end of the year, minister John Glen has said. In a statement delivered to the House of Commons, Mr Glen said the payments would be exempt from income, capital gains, and inheritance tax.
